After the Creator Update was installed, of course the Windows.Old folder was created... so far good. However after a few days, and having a backup I decided I'll dump the folder. So I ran Disk Cleanup and selected it...
Fine until a few weeks later I happened to use Explorer and selected the C: drive and saw it (windows.old) was still there? OK, I'm manually delete it. IT DID NOT complete?
This folder was still there, C:\windows.old\Program Files, but I didn't have permission to see what was lower. At that point I didn't really care.
Well, for some odd reason, today I decided to look further. Using Explorer++ (my preferred windows explorer) I tried to drill down asking for permission... and it appeared there were more layers below it. Still I could NEVER delete any? Always said it couldn't be deleted?
Figuring I had a permission problem I used the Properties Security tab to make sure (or take) I had ownership. Tried again an failed?
So I issued TAKEOWN /F WINDOWS.OLD /A /R /D T to go down the whole structure.
Results:

At a loss here??? Suggestions?
As a LAST RESORT I got UNLOCKER (don't trust it on W10) and it said it couldn't file info on the file but could handle it on re-boot, didn't...
Next LAST RESORT, boots USB drive that allowed me to reach the CMD prompt. Switched to the SSD C: and drilled down the the file in WINDOWS.OLD... surely THIS would work as DIR showed the file was there. Nope, DEL didn't see the file?
