My argument would be 'Why would an online company you sign up for demand that you switch on Turd Third Party Cookies?'
Also it states that it "collects data from a device".
This would suggest that it doesn't cut / stop advertising but instead ensures 'Targeted' advertising.

I see what you mean after I read the total site.
However, I do notice quite a reduction in ads when visiting sites I haven't signed up for while browsing.
Agree, might better change this to something to try rather than correct way.

You guys scared me off of using the software.
I reset my IE 11 back to default google settings.
I would use Edge along with my Windows 10 O/S however Edge won't be completed until 2016 according to MS.
For now I'll just run my windows 10 like it is configured for Enterprise Mode but with Updates and Upgrades Enabled.
