This is one for inhabitants of the British Isles.
I have a friend who is subscribed to the subject ISP. He has problems with it. He lives in Boscombe, Bournemouth. Any recommendations of change of ISP, and mobile phone services would be greatly appreciated.

Recommend getting rid of Talk Talk definitely.
I think most people in the UK now tend to go with Media represented ISP such as Sky or Virgin, Have had people complain about TT, BT, PlusNet and Tiscali (a part of TT I think) so there are a lot of limitations with who is best due to the use of each others network in some way or other.
In terms of Mobiles I have been a user of O2 for a long time now (since their BT Cellnet days), however EE does tend to get the most mentions by people I speak to who swear by it.
Vodafone can be a pain when you notice your bill has increased beyond what you've actually used but some like them.
I can't offer much more on the subject than that as I've never really had an issue with mine.

My daughter has just started with EE. She had a disused phone line in her new home so that had to be set up. Date given a couple of weeks ahead, came - and went. They had set the date but not passed it on to those who actually do the work. Another date set. This time she gets THREE new routers through the post, they have managed to set up three accounts in her name. But man does turn up on the allotted day and sets everything up, saying that the broadband connection will be up and running later and they will let her know. Nothing. So she rang them the following day. Spent more or less all day on various conversations, tried all three routers on the line, would connect, but then drop out again, and each router seemed to connect to a different name account (not any of hers). They then said the fault was in the exchange and were getting BT to check. Next day they said it wasn't that but the three routers they had sent were incorrectly set up and a forth was on it's way. That is due today so we will see if it makes any difference. How does Talk Talk sound now?
Anyone want a spare router?

After the recent debacle>>>>> with TalkTalk and their unwillingness to correct it soon enough I have advise people to get out and go to SKY. TT, Tiscali email addresses are often hacked. The security appears quite useless in the main and the support is nigh on non existent. In ranks, SKY, BT then Plusnet appear to respond quite well. In my case changed from Virgin fibre to Sky after appalling service. In 18 months I have not had to call SKY. I have been with Vodafone for 10 years and the service is pretty good. However there is a small price increase when upgrading. In my case I won't be upgrading next time as I won't have the need for 4G, tethering or much data, so will keep existing phone which will reduce my monthly bill to 12/13quid. I used to be with O2, who were excellent. They sold out to Sky and I immediately noticed a slower connection. Then they put the fees up with no notice, had to search very hard to find a non premium rate number to call them. Nothing they could do about the fees "it's in the small print". Would not discuss further. But when I rang and asked for a MAC code they were falling over themselves to drop the fees. I also had a loss of service and was told it was a fault at the exchange, estimated time to repair - two days.
