A complete Clean Install using the WinRE, Computer Original Hardware Drivers and a copy of Win8 or Win8.1 according to what the machine was shipped with.
I don't know if that machine can be converted to Win10 or not but I would explore that option.

Solved. www.binisoft.org/wfc.phpI found an anomaly in Windows 8.0 however. On the control panel firewall applet, I show the ability to block public and private, but not to connect/disconnect. Is there a windows way or a workaround? Kodi never responded. I really like Advanced Uninstaller. Thank you. The registry cleaner found things CCleaner would not. I liked the Daily Health Check too. Does Advanced Uninstaller remove the streamlined registry save if one uninstalls Advanced Uninstaller? Resource Monitor is showing Listening Ports. I've tried baffling win svc hosts in the past and inevitably come to the unhappy blue screen. They're working with miniscule B/sec, Kodi too (around 11 B/sec), and I'm not too worried. Can they be disconnected? Maybe a loopback like WFC does? Why does WFC omit these?

Update: Kodi, still no response. Binisoft, listening ports are already predefined inbound rules. So, I emailed back about batch blocking ports. (Waiting in progress) Still seeking something like a DPortMCP.exe (Deluxe Port Multiple Control Program...) or a KMPS.exe (KeyMasterPortSuite...) or a PKGKeeper.exe (Port Key Gate Keeper), etc. New Question: Why would TCPView show no remote connections, yet also show active addresses listening? (if half the town's electricity went out?) (see attached) Thank you very much! Brother Jaso

Correct me if I'm wrong, but if half the town was out, then that would explain why other networks were seen in networks flyout, and since there's no such thing as disconnect public access/listening ports, the system will enter a private public access point, and thus, omit the remote address because of this. (?)

Clean install finished! 5pm Saturday Sept 10 I'm about to reinstall Kodi, but I want to make a restore point (15). But to do that I have a question. I'm looking at the AutoRuns entries in between restore points, after reboots. Some are showing up fresh, or either disappearing on next reboot. (or even coming back after that) Some are related to services that have long been disabled. (like Wacom Pen) (If I identify them, I disable them. But it never causes registry issues.) Most are syswow files and drivers. Other than the Realtek, HP, and MY disabled AutoRuns entries, are there any other entries removable? or How does one discern if it's removable? (like syswow stuff, just leave alone?) Example: I thought I shut down all remote assistance services, then Wanarpv6 Remote Access IPv6 ARP Driver shows up. OK. Thank you very much! OK. Now.
I've spent some time tinkering with disabling things. I'm surprised no one hasn't already done these things more than BlackViper.
I've got an ongoing disable and uninstall list. I want to make a delete list. But, I'm having a hard time finding documentation on Windows 8.0 os. (as far as a directory tree style view of all of Win8 files)
I managed to figure out how to use the batch files inside the Kodi folder. (I think I hadn't copied the whole script) I went with the auto_addfwrs.bat copied to the Kodi folder. It worked! The Listening Port entries for Kodi had become ghosted!
First thing this morning, I tried it again. Kodi was showing back up again! So I repeated the same steps I had last night to no avail. Something is wrong. I tried the other bat too. (nothing)
So, I'm about to un/reinstall Kodi. If it still doesn't work, I'm doing another clean install. (which by the way, I've become pretty good at the clean installs. Before I was making like 20 restore points, restarting with each step. Now, I just do everything in one go and then reboot for the first time.)
There are two options for clean install, Make factory new 'out of the box' and only uninstall my apps.
If I want to follow Raphoenix's advice on clean install with WinRE, do I want to select factory new 'out of the box'?
Good, because that's what I've been using. OK. Thank you very much! Brother Jaso
or
Oh, OK. Only remove my apps will do the same thing in less time? Great, that means less uninstalling. Thank you very much! Brother Jaso

SOLVED!! Had premature false panic.. All Listening ports were aimed at port 0. Just seemed counter intuitive. (with all the LISTENING and all) Now I'm down to 3 critical system files if removed, but can be 'stopped' with app of choice. (Really put a flat line on the 'Network Activity') Directory Tree List.. SOLVED!! windirstat.net/New problem(s).. Sfc and Appxmanifest.xml not fixing new user unable to load.. Restore Points, gone.. CCleaner hanging up on History*.. WFC4 no longer operating at medium.. Good thing for System Image. LOL K. Thank you for all the great tips. Time to get into some real trouble with Windows Directory Statistics. But first, restack fresh install to first boot, or so.. (pre and post activation) and one restore point for all time. (Or 2 restore points for all time) (research how to permanently mount said restorP(s) to same type of hard mounted registries(?) that can engage and disengage without GRR errors) Will that eventually slow the computer down until it makes a bad smell.. with a little smoke maybe?? * I was able to delete some history files I found somewhere and CCleaner had come back to lightening speed. This time, I tried all the history's I could find using Everything. CCleaner uninstall, reinstall, nothing. (still a mystery. forgot to document said folders) Restore Points gone is an even bigger mystery considering the short time it took. (probably should've looked at some error reporting documentation somewhere.) System Restore is a magnificent tool but System Image is the way. WFC4 medium setting not passing information is simply the Advanced Firewall Settings I had been using prior. (Forgot to doc that too. Got in and out down to one each, stable, WFC4 low filtering stable too. (right now) Listening Ports listening to zero. (research aftermarket frequency signal reader) Administrator can't access PC Settings? Still standing mystery. (Only its moot as fresh and final install is looming) OK. Thank you very much!
