For those of you with "problem solving" withdrawal, I submit this one that is now nothing more than a minor annoyance after being a major one
Some 'history' of the remaining problem:

- Windows 8 installed over an operating Windows 7 system.
- Initially all Metro Live Tiles worked.
- A few weeks later, many stopped working, specifically Bing Weather, Sports, Music, and Video. Also USA Today and MaximumPC. In addition, any Tile, like ESPN, CNN, NBC News, and even Tom and Jerry (loaded as a test as it is all videos') would not run the video selected, only show either an error message that the server could not be found or a black area where the video would show. The ones that stopped working altogether started 'twirling' a circle of dots and closed shortly after.
- Searching the web I located a post about the ATI driver being the problem, specifically the Legacy driver for older Video cards. While I can't say for sure that is when my problems started, I did install the ATI certified HD4780 driver probably around that time? Reverting to the MS supplied video drivers did not fix the problem.
- Searching further on the web, MANY people have this problem of the circling dots. No real answers at all, other than do a REFRESH, which always solved the problem. However, you lose ALL installed programs except ones bought from the MS Store, NOT an option for me. I did as a test backup my C: drive and do a refresh and it DID solve that problem, but I restored my C: after that.
- This led me to believe I had a permissions problem in a file or folder or a hive in the Registry, or possibly a Registry entry was missing.
- SFC /SCANNOW had found no problems.
- Searching further on the web, I did see many posts about missing ALL APPLICATION PACKAGES permissions on some folders. I also saw some that said don't do that as some folders if they have that it can cause problems as then many more packages would have access to folders they shouldn't. No worry to me I guess, so I did most of these (WHY IS THERE A PAGE BREAK HERE? I am in the middle of a post of items?)
- None of the permissions I added fixed anything.
- A few weeks ago, the MS Store added an Update for Bing Weather. Installed it and the Bing Weather started working again? It had to be a missing file or permission now.
- I used Process Monitor to trace some of the failing Tiles, no real help, many 'fails' in it, but some I guess were normal? No smoking gun...
- I then located one that said add it to C:\Users\Irv\AppData\Local\Microsoft\Windows\Temporary Internet Files\COUNTERS.DAT file (#5 in superuser.com/questions/432859/metro-apps-crash-on-startup-driver-or-permissions-issue) and Bingo, almost ALL started to work fine, except 2.
So that is where I am, even the video's play in all Tiles after this.
Which reminds me, I was chastised by an MS MVP when I posted this problem in an MS forum for using ANY disk cleaning s/w. I am POSITIVE at some point I did use one... and did clean out TEMPORARY INTERNET FILES folder. That file, COUNTERS.DAT I assume gets RECREATED, but NOT the proper set of permissions probably.
OK, if you have trudged through this far, here is the remaining problem I have:
- Bing Music and Video will NOT install, they fail.
- I've tried the old uninstall/install trick, no help.
- The actual error posted is "_Info_ WS [00010424:00010832] WinStore.InstallsPage: No friendly error message mapping for error 0x80070005, displaying generic error message". Of course I can't find any hint what that is other than it is an ACCESS DENIED error, but not where or to what? Process Monitor doesn't even seem to help?
This is 'no big deal' for me as I don't even want to use those, but I'd sure like to know what is causing the problem. Any help, suggestions, or fixes appreciated.
