It's hard to understand exactly what you are asking as that is merely the equivalent of a page/web sites source code shrunk down to its smallest (single line), if you were to click on the cross hair on the left of that line it would expand to show far more of the source code.
As to the purpose of that particular line, it is telling you that it is a Flash type media and that it is supported by that browser which appears to be IE 10 according to the heading. It is also stating that it supports Audio and Canvas (Canvas is to do with script-able rendering within HTML5 of 2D modelling and bitmap images).
If you are seeing this code every time you click on a link to a video/site it may be due to the browser being used not using or being configured to support HTML5.

As far as I know my IE is version 9.

The whole of the source is not read/seen.
Your browser is IE 10, not 9.

According to HTML standards, each HTML document requires a document type declaration. The "DOCTYPE" begins the HTML document and tells a validator which version of HTML to use in checking the document's syntax.
Could you please explain the question again? Why did you bring up that page? Or how you got there?

In IE. Click on Help > About Internet Explorer. That will tell you what version you have.

I do not know how or when my IE9 was updated to 10.
That was not what my original discussion was about. I just wanted to know how to use that thing. What is that things purpose and reason for being present? Ex. Can it be used for creating a document or website page? Ex. Is it just part of IE10? Please review my first post and its screenshot.

Well I'm not a IE user but will do what I can to explain. That 'thing' is a Web Developer tool built in to the browser (most have them these days), when you push F12 in IE9/IE10 you are presented with the web tools (try it for yourself on any webpage). Short answer is Yes it can be used to create a web page. Long answer would involve knowing/understanding a bit about how to design a web page/site using Notepad (real old school) No. It is also a part of IE9 as well as many other browsers (although the layout and functionality is somewhat different).
